Belarus Type Approval

To import or sell electronic and telecom equipment in Belarus, products must comply with the country’s national conformity assessment system. The key requirements fall under:

  • TR CU/EAEU Certification (Eurasian Economic Union Technical Regulations)
  • National Certification for Telecom Equipment (operated by Belarusian authorities)

Belarus is a member of the Eurasian Economic Union (EAEU), which includes Russia, Kazakhstan, Armenia, and Kyrgyzstan. Many products must comply with EAEU Technical Regulations (TR CU) to enter the market.

1. EAEU TR CU Certification (Eurasian Conformity Mark)

Regulator: Eurasian Economic Commission (via accredited national bodies in Belarus)
Applies to: Electrical and electronic products, including consumer devices

Products requiring TR CU certification:

  • Power supplies, chargers, home appliances
  • IT and office equipment
  • Audio/video electronics
  • Electrical safety and EMC-related devices

Applicable regulations may include:

  • TR CU 004/2011 – Safety of low-voltage equipment
  • TR CU 020/2011 – Electromagnetic compatibility
  • TR CU 010/2011 – Machinery safety (if applicable)

Certification process:

  1. Determine applicable TR CU regulations for the product type
  2. Perform testing at an accredited EAEU laboratory (can be in Russia, Belarus, etc.)
  3. Appoint a Local Representative registered in Belarus or another EAEU country
  4. Submit technical documentation, including test reports, circuit diagrams, and manuals
  5. Obtain either a Declaration of Conformity or Certificate of Conformity depending on product risk level
  6. Label the product with the EAC Mark (Eurasian Conformity)

Labeling requirements:

  • EAC logo must be visibly placed on the product and packaging
  • Technical documentation must be in Russian or Belarusian

Validity:

  • Certificates are valid from 1 to 5 years, depending on the chosen certification scheme
  • Periodic audits may be required for certified production sites

2. National Telecom Approval (Belarus-Specific)

Regulator: Ministry of Communications and Informatization of the Republic of Belarus
Applies to: Telecom, radio, and wireless equipment

Products requiring national telecom approval:

  • Mobile phones and cellular equipment
  • Wi-Fi routers, RF modules
  • Telecommunication terminal equipment
  • Satellite, radio, and broadcasting devices

Certification process:

  1. Check the Unified Register of Controlled Telecom Devices
  2. Conduct testing (may be based on ETSI or Russian GOST standards)
  3. Appoint a local Belarusian representative
  4. Submit documents and samples for assessment
  5. Receive a Declaration of Conformity for telecom use or a Permit for use in public networks

Special notes:

  • Frequency spectrum use is regulated; additional approval may be needed for RF-emitting devices
  • Import permits may require prior certification
